When it comes to pitching your music to independently curated playlists (any playlist on Spotify that isn't created by Spotify itself), you'll need to proactively seek out independent playlist curators.
There's a vast array of popular independent Spotify playlists crafted by various curators, ranging from blogs, media outlets, and industry professionals, to regular Spotify users.
Through a bit of research, you can discover the necessary contact details to submit your music to the playlists you've targeted. Often, you'll find email addresses or submission forms on their websites.
Searching “@gmail.com” into the Spotify Search bar, and filtering by Playlists, will only show you the ones which have email addresses in their description, so give them a listen and decide if it fits your style.
You’ll have to either contact them one by one or reach them through an email campaign if you can manage to self-organize all the information in a spreadsheet.
Once you have the right contacts, it's time to reach out to them.

Pitch directly to Spotify via Spotify for Artists:
Access Spotify for Artists Dashboard: Sign in to your Spotify for Artists account and access the dashboard.
Find the "Upcoming" Tab: Look for the "Music" section in your dashboard, and under that, you should see the "Upcoming" tab. This is where you can submit your unreleased music for playlist consideration.
Submit Your Music: Once you select the release you want to pitch to Spotify's editorial playlists, you may need to provide information about the release, such as genre, mood, and any relevant details to help Spotify's curators understand the style and context of your music.
Provide essential metadata information specific to your song: This may include where you're from and creative influences behind your release. Be as specific as possible to help curators understand your music better.
Wait for Results: Spotify will notify you if your music gets selected for any of their editorial playlists. If chosen, your music will appear on those playlists when your release goes live on Spotify.
Some key points to keep in mind:
You can only pitch music that hasn't been released yet.
Only tracks where you're the lead artist can be pitched. Compilation songs or tracks where you're a featured artist cannot be submitted at this time.
Pitch your music at least 7 days before your release date, though submitting weeks in advance is ideal.
You can only submit one track per release. If you're releasing an album or EP, carefully consider which track has the best potential for playlist consideration.

However, it's important to recognize that playlisting services come with their share of risks. These risks extend beyond scams that generate bot plays; even being featured on legitimate playlists that don't align well with your music can lead to disengaged listeners.
